What types of coldwater fish should I get, and shall I get a bigger tank?

14 litres is too small for any fish cold or tropical temperatures. Nothing will thrive in that tank. I highly suggest a new tank. If you want tropical fish 20+ gallons will give you a good amount and variety. Goldfish need at least 20 for a single fancy. 75+ gallons could hold a single comet or several fancies.
