Joesph Stalin and the Soviet Union, Why was he nominated for a noble peace prize?

Despite the clear opposition to theism and the campaign to enforce atheism, atheists today still complain and protest, "But Stalin and Mao never killed in the NAME OF ATHEISM." Yeah right.
